The Press Recognition Panel (PRP) has published its 10th Annual Report on the Recognition System, marking more than a decade since independent press self-regulation under the Royal Charter was established following the Leveson Inquiry.
The report, laid before Parliament and the Scottish Parliament, assesses whether the Recognition System is functioning as intended and what the current regulatory landscape means for the public.

Call for information responses
In preparing our report, we held a public call for information from 25 September to 19 December 2025, in which we posed four open questions:
1. How effectively is the public protected from harm caused by news publishers?
2. What more can be done to ensure people affected by press harm can seek redress?
3. Is there anything more the Recognition System should consider to meet the changes in how news is being produced and distributed?
4. What factors encourage or discourage news publishers from participating in the Recognition System?
